January 2023 Notes based on information and requests from Southeast Boise residents and SENA and South Boise Village NA on updates to ACHD’s Integrated Five-Year Work Plan 2024-2029

 Please update descriptions and put in order of priority for SENA (some apply to South Boise Village, too. Submit on or before February 15, 2023.

 ·         Bergeson and Law Livable Street Redesign; Bergeson St: Federal Way/Holcomb Rd & Law St: Bergeson/ Boise Ave. (Currently called “Southeast Boise Improvements B: Bergeson St. Traffic Calming, Federal Way/Holcomb Rd”)

o   The 2023 concept study (scoping) should include facilities that ensure a design speed of 25MPH on both Bergeson and Law, should include a redesign of the Federal Way-Bergeson intersection and should achieve LTS 1 for bicycle and pedestrian facilities throughout. Adding curb extensions and chicanes and eliminating the rolled curbing will help. Law St. from Bergeson to and across Boise Ave. should be included in the study because it is a critical connection. The speed bumps are inadequate. The north side of the Bergeson intersection at Federal Way where Bergeson cars seldom stop before turning right onto Federal Way puts people on the pathway at risk and needs redesign to force drivers to stop before turning

 ·         Columbia Village Livable Street Redesign and Pedestrian/Bike Connection to Boise Ave via Holcomb (Currently calledSoutheast Boise Improvements A: Columbia Village Bikeway, Hwy 21/Boise Ave”)

o   This project's approved scope includes traffic calming and safer pedestrian and bike facilities. Those facilities should achieve Level 1 LTS. The commission has directed that it include more pedestrian crossings, including raised crossings. The free running right turns on Quamash Way will be removed. Work with Boise to improve the path over the Ridenbaugh Canal - it is steep which makes it difficult for children on bicycles. Can we make it less steep? The best way to calm traffic on E. Amity is to incorporate a roundabout at Holcomb in this project. In the interim, temporary facilities should calm traffic on E. Amity such as a HAWK  (the RRFB is inadequate). Similarly, the crossing at Holcomb and E. Boise Avenue should provide traffic calming on E. Boise Ave. and a safe crossing. The bike and pedestrian route on the NE side of Boise Avenue is unsafe and shoud be protected with an extruded curb or other physical barrier (see below on Boise Avenue projects). Since the crossing at E. Lake Forest and Hwy 21 is unsafe yet connects to Ada County's Oregon Trail site, work with ITD and Ada County to develop a separate project to remedy this.

 ·         East Columbia Road & Technology Way Livable Street Redesign with Connectivity to Columbia Village. (Not programmed yet)

o   Scope a new project on E. Columbia Road and S. Technology Way in anticipation of development nearby related to Micron expansion. It must includes traffic calming and a multi-use path that provides LTS Level 1 connection from the neighborhoods at the east end of Columbia Rd. to Micron and across Hwy. 21. The Master Street Map now includes a future minor arterial connecting  Columbia Rd near the water facility north to Highway 21. Since this will be a pedestrian and bike route to Columbia Village, it must include a separated multi-use path and a crossing of Hwy. 21 to connect to Lake Forest and/or Grand Forest. The multi-use path and the crossing of Hwy 21 must achieve LTS Level 1. Work with Ada County to connect these multiuse paths to the Oregon Trail facility. Since the widening of Hwy 21 in 2022, speeds have gone up making the intersection of Hwy 21 and the east leg of Grand Forest Dr. especially dangerous for drivers entering Hwy 21. Making this intersection safer, perhaps with a signal, should be part scoping this project.

 ·         East Amity Livable Street Redesign with multi-use pathway and crossings, Federal Way/Eckert Rd & Greenbelt. (Not programmed yet but there are related bridge projects over the Ridenbaugh Canal and the Boise River)

o   This should be a joint project with Boise and Idaho Power so the design and construction of the multi-use pathway along the south side of E.Amity Rd is included in crossings of and traffic calming on E. Amity. They should all achieve LTS Level 1. There should be no less than four crossings along the 2+ mile stretch of E.Amity between Federal Way and S. Eckert. A roundabout at Holcomb should be part of the Columbia Village Livable Street Redesign (#BK218-09). At least two more roundabouts should be scoped at the entrances to neighborhoods on the north side of E.Amity. Temporary traffic calming should be installed in the meantime.

 ·         Boise Ave/East Bergeson/Parkriver Dr Livable Intersection Redesign. Not programmed yet.

o   The yellow rapid flashing beacon (RRFB) is inadequate protection given the speeds that are often reached on Boise Ave. The crossing needs additional design to reach Level 1 LTS and serve as a traffic calming feature. This is a good location for a raised intersection, a HAWK signal and crossings on both sides of Parkriver/Bergeson.

 ·         Pennsylvania Livable Street Redesign, Boise Ave./Parkcenter Blvd. Not programmed yet.

o   Traffic calming to achieve LTS Level 1 on this important walking and biking route that connects two arterials. The intersection at Myer should be raised and/or have curb extensions. Additional protections are needed for the bike lane and sidewalk, which is attached. Density is increasing with a new apartment complex on the NE corner of Pennsylvania and Boise Ave.

 ·         Livable Intersection Redesign on Apple Street at East Victory Rd. Not programmed yet.

o   The neighborhood and Timberline High School are asking for much better crossing to achieve LTS Level 1. HAWK is probably best. A raised crosswalk and curb extensions will help calm traffic on Apple. The neighborhood is also asking to change Apple St. from 30MPH to 25MPH instead of just reduced during school hours. Evaluate traffic calming features on Apple at Carter and at Wright as well.

 ·         Linden Livabable Street Redesign, Broadway Ave/Boise Ave, & Livable Intersection Redesign at Boise Ave (Currently calledSoutheast Boise Improvements B: Boise Ave and Linden St Pedestrian Crossing”)

o   COMBINE the two projects. Phased construction may be necessary. Bike lanes and sidewalks need physical protection to achieve LTS 1. Work with front-on homeowners to design chicanes and preserve only necessary parking. Connection to Leadville Bikeway needs improvement, perhaps a raised table intersection. Better visibility of children at Linden St & Gekeler Ln is critical. At the intersection with Boise Ave an RRFB is inadequate. There is a lot going on as traffic accelerates through this area. A roundabout may be the best option to calm traffic and provide Level 1 LTS for pedestrians and bikes on all four sides. It should be designed to enhance the entry into the Eastgate shopping area so they are on board, esp. if RTW is needed.

 ·         Woodvine Livable Street and Intersections Redesign; Gekeler Ln /Boise Ave (Currently called “Southeast Boise Improvements B: Woodvine St, Gekeler Ln/Boise Ave.”)

o   Sidewalks and car lane widths should be designed to keep drivers focused on the neighborhood and achieve LTS 1, with speed of 20MPH. Curb extensions and possible raised intersection at Woodvine St and Sumac St. may be necessary. Chicanes can help calm traffic and define parking to improve visibility of pedestrians. Curb extensions at Gekeler Ln and at Boise Ave are needed to ensure a tight turning radius. Eastbound cars on Woodbine turning right on Boise Ave often don't stop, endangering Boise Ave pedestrians and cyclists.

 ·         Mallard Ave Bridge #1339 West of Parkcenter Blvd.

o   Do not widen the roadway! When roadway is replaced over the Loggers Creek, add chicanes  to narrow the roadway and remove 2 parking places on each side to help calm traffic on Mallard. This is a heavily used pedestrian and bike access from the neighborhood to the Greenbelt. It has sharrows and attached sidewalks. Minimal if any added cost to rebuild the road over the bridge to help slow traffic to improve LTS for pedestrians and cyclist.

 ·         E. Boise Ave and Holden Livable Street Intersection Redesign. Not programmed yet.

o   Neighbors are asking for a safer crossing here to achieve LTS Level 1. It is used by children walking to White Pine Elementary and Timberline High Schools. A HAWK signal would be best, with a raised intersection and/or curb extensions that help calm traffic on this stretch of Boise Avenue. It could be paired with a similar project on Apple St. at E. Victory Rd. Both help with making the routes to school safer.

 ·         Manitou Bikeway, Livable Street and Intersection Redesign with crossings at Boise Ave and Beacon St. (Currently called “Bikeway Signage 2026).

o   Expand project to include designs to achieve LTS 1 (i.e. curb extensions, raised intersections) where Manitou St crosses Boise Ave and Beacon St. These should also serve to calm traffic on Boise Ave and Beacon St. Also, add curb extensions where sidewalks already exist at Williams, Rossi, Howe and Hale.

 ·         Boise Ave at Highland and Vermont Livable Intersection Redesign. Not programmed yet.

o   Evaluate a redesign of the six-legged intersection to provide Level 1 LTS and calm traffic on Boise Ave. Highland is a heavily used connection to Broadway because of its signalized intersection at Broadway. Curb extensions, a raised intersection etc. will help.

 ·         Garfield Livable Street Redesign with sidewalks, Manitou/ Broadway. Not programmed yet.

o   This neighborhood has prioritized filling the sidewalk gaps on Garfield between Manitou and Broadway, which is a walking route for children attending Garfield. Design must include curb extensions at Manitou, Euclid, Grant and Denver to discourage speeding and provide visibility to children crossing to ensure Level 1 LTS.

 ·         Boise Avenue Protected Bike Lanes. Not programmed yet.

o   Boise Avenue bike lanes are used but dangerous. There are places where physical protections should be installed to keep cars out and to provide some traffic calming. There are several examples raised by neighbors. This could be a low-cost project for testing different bike lane protections.

 ·         New Federal Way to Broadway Ave Multiuse Pathway, Federal Way/Richmond. Not programmed yet.

o   This is a major project to provide safe connectivity from the Federal Way multiuse path, across and along the Ridenbaugh Canal to Broadway. This should be jointly designed and funded with the City of Boise with the support of ITD.
